Mandi license/ APMC/e-NAM

APMC means the Agricultural Produce & Livestock Market Committee established under the provisions of APLM Act.

Agricultural Produce Market Committees (APMC) is the marketing board established by the state governments in order to eliminate the exploitation incidences of the farmers by the intermediaries, where they are forced to sell their produce at extremely low prices.

All the food produce must be brought to the market and sales are made through auction. The market place i.e, Mandi is set up in various places within the states. These markets geographically divide the state. Licenses are issued to the traders to operate within a market. The mall owners, wholesale traders, retail traders are not given permission to purchase the produce from the farmers directly.

e-NAM is not a parallel marketing structure but rather a device to create a national network of physical mandis which can be accessed online.

It seeks to leverage the physical infrastructure of the mandis through an online trading portal, enabling buyers situated even outside the Mandi/ State to participate in trading at the local level.

 

States interested to integrate their mandis with e-NAM are required to carry out following three reforms in their APMC Act.

  1. a) Single trading license (Unified) to be valid across the state
  2. b) Single point levy of market fee across the state; and
  3. c) Provision for e-auction/ e-trading as a mode of price discovery
